Innovative Solutions to Open Government Partnership Documentation Report
The Innovative Solutions to Open Government Partnership (ISOGP) is a follow through event to the Good Governance Dialogues Regional Fora, which was held from August to November, 2014. One of the objectives of the Good Governance Dialogues is to localize and mainstream the country’s commitments to OGPs. The ISOGP focuses on the gap in achieving the LGU’s role in mainstreaming the reforms which is the lack of innovation and technology-based solutions, specifically on capacity and resource on the ground.
With this in regard, the Union of Local Authorities of the Philippines (ULAP) partnered with Philippine Open Government Partnership (PHL-OGP) Steering Committee, Galing Pook Foundation, Sanofi Philippines, Microsoft Philippines, PLDT Alpha Enterprise, Open Data Philippines-DBM, Ayala Foundation, Civika Foundation, and Access Health International-Philippines
to conduct the ISOGP regional fora that aim to frame and explain innovations in LGUs and aligned these with international practices. In addition, the forum is also conducted to network LGUs with different partners that can provide projects and programs for OGP.
The two regional fora were held at Sanofi Aventis Philippines, Feliza Building, Rufino St., Makati City on November 28 which was attended by over 150 participants from Luzon LGUs; and Cebu Grand Convention Center, Cebu City on December 4 which was attended by around 60 Visayas and Mindanao LGU participants. The participants were composed of local chief executives (LCEs) and/or their representatives with their Administrators, Planning Officers, ICT/MIS Officers and other local government non-elective officials.
This document provides information on what transpired during the ISOGP fora and outlines directions for furthering the development of and support to innovative tech-based solutions in achieving OGP commitments for local governments. In particular, the ISOGP events surfaced the opportunity for solutions providers covering different fields of engagement (systems development, health, education, community engagement) to come together in a more structured approach to develop joint programs and reach more LGUs who may be in need of the projects. Moreover, the lessons from the engagement of the providers with local governments may be compiled and framed as policy inputs to national government agencies and local governments to create a more conducive space for innovative technologies to be mainstreamed into government work.
