The report discusses the range of issues and needs expressed by local governments in terms of local education governance and service delivery.

The narrative organizes the issues under three categories:

1. Dynamics between the Department of Education and the local government units (LGUs);
2. Supply issues;
3. Relationship of education with other service delivery areas. The issues are identified through a series of consultations with 26 LGUs from all across the country.

This report is best appreciated with the Local Education Policy Workshop Proceedings (link here). The policy workshop capped the consultations and surfaced policy directions that LGUs, the Department of Education, and the Department of Interior and Local Government can work on.
