The report is documents the proceedings of the Local Education Policy Workshop conducted by the Union of Local Authorities of the Philippines on October 10, 2013. The policy workshop capped the series of consultations on local education issues and needs of local governments, and surfaced policy directions that can be pursued by local governments, the Department of Education, and the Department of Interior and Local Government.

Key policy recommendations issues highlighted in the workshop are: formalization of the amendments in the reconstitution of Local School Boards; recomputation and revision of guidelines of the Special Education Fund; restructuring of hiring of teachers; land titling of schools; allowance of other statutory funds to be spent on local education services; and development of awards and incentives to excellently performing local governments on education service delivery.
